After looking in several websites and books I'd like to know if Rally Portugal in 1974 edition was also punctuable for the European Rally Championship.

I don't think so. Even there wasn't any rally held in Portugal to be a part of ERC 1974.

As far as I know, the Tour de France didn't count finally for the '70 ERC for Drivers. 'Though I don't know for sure the reason, maybe was for accepting Group 6 cars like the MS650 Matras...
