    no it is not allowed, but they think they can get away with it...

    Besides that paddles doesn't mean that it's always same system. For example in some R3 cars it is pneumatic and last week I drove a VW Tiguan DSG with paddles... and the DSG has nothing to do with any recently used racing gearboxes.
