Usually each driver test one full day and Team lose 3 (or 4) Test days because of that. Total test days are counted not how many each driver does.

All parts must be approved by FIA and they are not doing it every week...

Local - and FIA rallies have different rules.

Yes, he is near to Jyväskylä and it´s only wet and soft gravel in here.

If he is in Lapland, there is snow already, so could be for Sweden or Monte.
All southern parts of Finland are very very wet, gravel is not fast now, it´s slippery.

It´s not a law thing, it´s FIA rule.

It´s forbidden to drive with WRC in certain countries...

Test days are limited, when you crash, you don´t drive, you lose valuable time.
