I we would like to have winter rally in Finland with 100% snowy conditions it should be in Rovaniemi at Arctic Rally. It's 50/50 if in southern Finland..

34mm with ethanol or 35mm with 98octane. FIN-R group has been made to give new life to N4 cars. They can alao modify the engine (cams etc.). SM2-class cars are n4 or r4

I Think Pasi Hagstrom did it also in 1999 with WRC Corolla, so not the first ever. But nevertheless a great job from young champion :)
