No, I could give a damn about the chicane. The more they get knocked out of the way, the better, in my view. I meant the stage should have been red-flagged when the organizers saw a tractor moving down the road on live TV.
But apparently that wasn't considered dangerous enough by our fearless leaders. No, the "safety" mainly comes up when there's another country that wants to take your place on the calendar. Then your rally is considered dangerous.
Of course it could be that when the organisers saw the tractor they called the marshalls who said "its ok, the tractor is off the road now and won't be coming back" and made the sensible decision that it would be stupid to red flag a stage for something that has already been dealt with.
