This has nothing to do with a compression effect. They're just in the middle of the braking zone behind the hairpin, if you brake too late, you end up where they are standing... I still believe most of the photographers keep safety in mind, but you always have some who don't. Also this hairpin is a bit of a difficult situation if you want to take nice pictures...

I am not expert in photography, but I am aware that current level of technology development makes possible remotely control photo camera and make shots whatever you want same as you take camera in your hand.
But in th first case it will be dangerous for your camera only

Evgeny Novikov got 10 minutes(!!!) penalty from RallyRACC organizers. Why? Oooo... that`s funny! His tyres was in too bad condition. Stupid? Yes. But now he is only 11th. And his chances to get points are very small. Now in Top-10 there are only Michelin-drivers. Is it coincidence?
By the way! At Sardinia nobody has penalty for 'tyres in too bad condition'...
