Thanks for your replies guys! I found some more photos of Kubica and there is no sign of snow on them. It almost looks like a rally held in early spring!

It's like spring. It is possible, that temperatures are climbing to 10-15 degrees tomorrow in the afternoon due very warm South winds.

I see the stewards have relaxed the ruling on tyres for Janner; any tyres are allowed for 15"-17" and cars on 18" can use any tyre that was homologated after October 2013
It looks like the reason was not enough new tyres available...
