Will Klien and Liuzzi ever race in F1 again?

Perhaps. Honda and Renault (possibly 2) are the most likely seats up for grabs.
I also think Bourdais will be under heavy scrutiny.
Kubica is said to need a good season, but I think he surely has what it takes.
Kimi could retire.
Jenson needs new scenery.
Jarno will be shopped, not because he's bad--it's just the Toyota way.
I think Vettel is headed to a front-runner if a seat come open.
There could be a great deal of maneuvering, and I think both drivers are good enough. Klein, in particular, needs to race.

I think Liuzzi has a decent chance of getting Force India seat next year or even this year. Gascoyne has said that if one of the current drivers underperforms, Tonio is ready to take over the race seat.
Don't know about Klien. His chance may arise, when one of the BMW drivers get injured. But for the next seasons Asmer is a bigger priority for the team.
Klien has been in 3 different teams in the last 3 years and for the next year he'll really need to finally find the right team, where an opportunity to race would arise. But everything is not lost yet - for example Wurz was forced to spend 6 years as a test driver, but despite long waiting he got a chance again.

i'd like to think that Klien has the talent to make it back, but it's looking very difficult for either driver with so many good young talented drivers coming through.

I felt that one of the best possible pairings was Klien and Glock. Perhaps in the future...
Those at the back of the grid will always be under pressure, so by mid-season there will be some changes considered.Defend mediocrity... because excelence is just too hard to achieve.
